What is going on??

I have been having a secret relationship with a guy who lives in my college for about a month. He is the first guy I've ever been with and so I am confused. In private he is so sweet and gentle and caring, but in public he is only semi-attentive. He also told me that he isn't in love with me but that he cares deeply about me. What confuses me is that he has told me all about his family, bought me chocolates, taken me to the movies and to have coffee, sits next to me in the dining hall at college, and sneaks into my room 2 or 3 times a week. He has told me I'm beautiful and intelligent. I don't understand why he's so afraid to be in a relationship with me when we're so obviously in one. Do people think he's using me, or is he going to too much trouble for that? He is so hard to read and gives very little about himself away, but I do care for him and would appreciate any insight others may be able to offer.
