Why are there so many teenagers having babies?

I don't understand. Do parents just not care about their kids anymore? This has become an epidemic. Something has to change, it really concerns me. Babies being raised by babies. Children ideally need a mom and a dad in a stable and committed relationship. Why is this becoming accepted in our society? I think it is absolutely unacceptable.
